OPINION AND ORDER

PEREZ-GIMENEZ, District Judge.

Boricua Motors Leasing Corp. (“Bori-cua”) has filed an appeal from the bankruptcy court's order of September 2, 1992, granting defendants Commonwealth of Puerto Rico, the Department of Justice,- the Board of Confiscations, and the Secretary of Justice of the Commonwealth of Puerto Rico’s motion to dismiss Boricua’s complaint.

Facts
