GILDEA, Chief Justice.

This case presents the issue of whether the United States Supreme Court’s decision in Padilla v. Kentucky, — U.S. —, 130 S.Ct. 1473, 176 L.Ed.2d 284 (2010), holding that the Sixth Amendment right to counsel includes the right to be informed about the deportation consequences of a *483guilty plea, applies retroactively to cases on collateral review.
