-Affirming.
Newport, a city of the second class, operates under the commission form of government. An ordinance was enacted providing for the funding of a floating indebtedness of the city. Edward J. Davis, a citizen, resident and taxpayer of the city, instituted an action against the city and its administrative officials to declare the ordinance invalid and to enjoin the issuance and' sale of the bonds.
