Plaintiff-appellant TCCI Contractors, Inc. (TCCI) appeals from the district court’s grant of summary judgment in favor of the defendant-appellee James Abdnor, Administrator (Administrator), United States Small Business Administration (SBA), and the denial of TCCI’s cross-motion for sum mary judgment. The district court’s judgment affirmed an administrative decision by the Office of Hearings and Appeals (OHA) that TCCI was not a small business because of TCCI’s affiliation with businesses controlled by family members. We affirm.
