In this diversity case Agnes L. Morse (“plaintiff”) appeals from a decision of the District Court for the Western District of New York, Telesca, J., dismissing her complaint for failure to serve process properly within the period of the statute of limitations. 102 F.R.D. 199 (W.D.N.Y.1984). At issue is the effect of the new federal rule governing service of process by mail, Fed.
