Sect. 1361, Code of 1871, in relation to proceedings of Boards of Supervisors provides that “ the minutes of each day shall be read and signed by the president.” This section or clause was in the Code of 1857, and received a construction of the Supreme Court in the case of Arthur v. The appellee is a tax-payer in the County of Warren, and he filed this bill in the Chancery Court seeking an injunction against the collection of all the county levies of that county for the present year, or, if that could not be done, then for an injunction against the collection of more than fifteen mills of such levies on each dollar of the assessed valuation of his property. He tendered eighteen mills on the dollar (three of which were for the State tax), and an injunction was granted against the collection of the excess.
