MEMORANDUM OPINION AND ORDER
MONTGOMERY, District Judge.
I. INTRODUCTION
The above-entitled matter came on for hearing before the undersigned United States District Judge on October 30, 1998, pursuant to Plaintiffs’ objections to Magistrate Judge Raymond L. Erickson’s August 6, 1998 Report and Recommendation (“R & R”).
