¶ 0 The Attorney General has received your letter asking for an official opinion addressing, in effect, the following questions:
1. Does 74 O.S. 500.51 (1991) prohibit the payment ofmoving expenses of employees newly hired by the State ofOklahoma? and 2. Does 74 O.S. 500.51 (1991) apply to institutions ofhigher education in the State of Oklahoma?
