This is an appeal from the decree of the district court of the United States for the Eastern district of Virginia, entered on the 29th of March, 1899, carrying out a former decree of the 2d of May, 1898, which determined the question of fault, entered by Hon. WILLIAM H. BRAWLEY, United States district judge for the district of South Carolina, then holding, under special assignment, the United States district court for the Eastern district of Virginia.
