Troy D. Brown, Sr. brings an interlocutory appeal of the district court’s grant of summary judgment in favor of Albert Lee Abraham, Jr. Brown argues that the district court prematurely dismissed his federal claims against Abraham without permitting adequate discovery, incorrectly applied a heightened pleading standard, and dismissed the claims despite the existence of a genuine issue of material fact.
