This case concerns a request under the Freedom of Information Act (FOIA) 1 by appellant Mark A. Allen that the Central Intelligence Agency (CIA) disclose a 15-page document containing information related to the assassination of President Kennedy. Citing Exemption 2 2 of the FOIA, the CIA has refused to release portions of the document containing its filing and routing instructions.
