Petitioner-Applicant Steven Keith Hatch was convicted in Oklahoma state court of two counts of first degree murder. After his first two sentencing procedures were declared invalid by the Oklahoma courts, Hatch was sentenced to death by lethal injection. The Oklahoma Court of Criminal Appeals affirmed Hatch’s sentence on July 10, 1992. Hatch v. State, 835 P.2d 880 (Okla.Crim.App.1992). Hatch then filed a petition for writ of habeas corpus in the United States District Court for the Western District of Oklahoma. The district court denied the petition and we affirmed on appeal.
