After being passed over for two promotions and being suspended without pay for various infractions of the police department’s rules and regulations, Pablo F. Pire-la, a black Puerto Rican, came to believe he was being discriminated against on the basis of his race and national origin. Accordingly, on January 29, 1986, Pirela initiated charges against the Village of North Aurora with the Equal Employment Opportunity Commission by completing an intake questionnaire and being interviewed by an intake officer.
