CONNOR, Justice.

This case concerns a challenge to the constitutionality of Homer City Code Section 3-200.2, which imposes a one year 1 dura-tional residency requirement for candidacy for city office.

Appellant Kenneth Castner is a citizen of the United States, a resident of Alaska, and was a resident of the Homer Recording District for four years prior to becoming a resident of the City of Homer.
