The city of Rochester has for some time been governed under a “ federal plan ” charter (Laws of 1907, chap. 755, and amendments). The people elected most of the city officers; a certain number were appointed by the mayor. Amendatory of, and supplementary to, this charter, a “ local law ” has been passed by the common council of the city, and the electors acted upon it favorably in November, 1925. It provides for the election on petition of a non-partisan common council of nine members, five of them elected at large, and one from each of four constituted districts.
