At approximately 3:00 p.m. on the 17th day of August, 1967 the Mayor of the City of Syracuse proclaimed a state of special emergency in two separate sections of the city and invoked all of the powers vested in him under chapter 16 of article 17 of the Revised General Ordinances of the City of Syracuse. He further declared that a curfew was to be imposed under subdivision (d) of section 58 of said ordinance, to commence at 8:00 p.m. on said date and continue until 6:00 a.m. on the 18th day of August, 1967.
