In this libel filed in May 1966 by the' United States Government seeking recovery of damages suffered by its vessel as the result of a collision with a ship in which defendants had varying interests, one Francis J. Nicosia, who represents himself ,to be the substituted attorney for a defendant sued in a representative capacity (Alfred M.
