Plaintiff in this action seeks to recover compensation under Sec. 17 (a) of the Contract Settlement Act of July 1, 1944, 58 Stat. 649, 665, for radar vacuum tubes, type YU-111, manufactured for the Navy under an informal contract consisting of a notice of award of contract.
