This case is before the Court for review of the Second District Court of Appeal’s decision in Davis Family Day Care Home v. Department of Children and Family Services, 117 So.3d 464 (Fla. 2d DCA 2013). In Davis, the Second District certified that its decision is in direct conflict with the First District Court of Appeal’s decision in Comprehensive Medical Access, Inc. v.
