Plaintiffs Electronic Privacy Information Center (“EPIC”) and four individuals— Grayson Barber, Pablo Garcia Molina, Peter Neumann, and Deborah Peel — have brought this action challenging a Final Rule issued by defendant, the United States Department of Education (“Department of Education,” “the Department”), to implement the Family Educational Rights and Privacy Act of 1974 (“FERPA”), 20 U.S.C. § 1232g.
