Fractional section 16 was, by the United States, “granted to the State, for the use of the inhabitants of such township, for the use of°schools.” Enabling act of Congress, April 18, 1818, 3 U. S. Stat. at Large, 428; Organic Laws of Illinois, (1 Gross’ Stat.) 19. And this enabling act was formally accepted by an ordinance of the Constitutional Convention of August 26, 1818.
