Plaintiff, Gerald W. Graves, former Mayor of the City of Lansing, appeals as of right from a circuit court order granting summary judgment in favor of defendants City of Lansing, Mayor Terry J. McKane, and City Controller Stephen W. Duarte. We are called upon to decide whether the lower court reversibly erred in granting summary judgment to defendants on the basis that a public official, such as plaintiff, is not a regular employee entitled to financial reimbursement for unused sick and vacation leave days which accumulated during his tenure.
