ROBERTS, Justice.

This is an appeal from a final decree entered in statutory bond validation proceedings by which the appellee, Dade County, sought the validition of $7,100,-000 of Water and Sewer Revenue Bonds, Series A, proposed to be issued by it for the purpose of financing the purchase of four privately owned waterworks and sewage disposal systems now providing water and sewer service in the County and of constructing extensions and improvements to same.
