This is an appeal from a preliminary injunction entered by the district court which prevents the Department of Housing and Urban Development (“HUD”) and Corcoran Management Company (“Corcoran”) from employing a controversial tenant selection scheme in the leasing of certain apartments at the Chad Brown public housing project in Rhode Island.
