William M. Bulger was employed by the Commonwealth for forty-two years, having served in the Massachusetts General Court from 1961 until 1995 (the last seventeen years as President of the Senate), and as president of the University of Massachusetts (university) from 1996 until his resignation on September 1, 2003. On that date he became eligible for a superannuation retirement allowance under our State retirement system in accordance with G. L. c. 32, § 5 (1).
