WALTER E. HOFFMAN, Senior District Judge:
Appellants were involved in a boiler room operation in which they sold oil and gas leases. The appellants made representations by mail and over the phone concerning the leases. These representations usually came from scripts prepared by the appellants’ supervisors, but often the appellants made representations on their own initiative. The United States Postal Service discovered that appellants’ representations were false and that the boiler room operation was fraudulent.
