I. Introduction

Pending before the court is a motion for summary judgment (ECF No. 31) filed by plaintiff Calbex Mineral Limited (“Cal-bex”) to enforce an arbitral award against defendant ACC Resources Co., L.P. (“ACC”). The arbitral award was issued on November 19, 2012, by the China International Economic & Trade Arbitration Commission (“CIETAC”).
