I. INTRODUCTION

Four years ago, the District Attorney for Sacramento County brought an action on behalf of the People of the State of California (“California”) against various oil companies for their use and handling of methyl tertiary butyl ether (“MTBE”). Defendants removed the action from state to federal court, and it was transferred to this Court as part of a large multi-district litigation (“MDL”) involving MTBE.
