The above-captioned case is before this court on petitioner’s motion for review of the special master’s opinion, issued on February 14, 1995, denying compensation to the petitioner. On May 18, 1994, petitioner filed a claim for compensation under the National *30Vaccine Injury Act, 42 U.S.C. §§ 300aa-l through 300aa-34 (1995) (hereinafter Vaccine Act).1 The petition alleged that Zachary Hinkle had suffered an encephalopathy as defined in the Vaccine Act Injury Table, resulting from his May 20, 1992 Diphtheria-Pertussis-Tetanus (hereinafter DPT) vaccination, and that his death…
