KING, Circuit Judge:
This appeal arises from a lawsuit filed by residents of Allen Parkway Village, a Houston public housing project, to prevent the proposed demolition of that project. The Housing Authority of the City of Houston appeals the district court’s April 4, 1991 order awarding permanent injunc-tive relief against it and the United States Department of Housing and Urban Development.
