In April 1987, defendant contracted with the State to perform construction work in the State Education Building in the City of Albany. Defendant was the prime contractor for general construction and one of its duties was to remove and replace the building’s roof and skylights. To gain access to the roof, defendant constructed a tubular steel tower to be used to hoist materials to and from the roof. On November 13, 1987, plaintiff Gregory M.
