Affirming.

Appellant, Bernard Veith, attempted to bring this declaratory judgment action as a resident, citizen and taxpayer of Jefferson County against the members of the Fiscal Court of that county and seven certain employees for the Board of Tax Supervisors (hereinafter referred to as the Board) of the county.
