Time Warner Cable Information Services (North Carolina), LLC (“TWCIS”) filed suit against the Commissioners of the North Carolina Rural Electrification Authority (“NCREA”). TWCIS seeks declaratory relief and injunctive relief from the Commissioners solely in their official capacity.
