RULINGS ON DEFENDANT NORTON’S MOTION FOR RELIEF FROM JUDGMENT AND APPLICATION FOR PARTIAL STAY ORDER

BLUMENFELD, District Judge.

The defendant Commissioner of Welfare has moved for relief, pursuant to Fed.R.Civ.P. 60(b)(5) and (6), from this Court’s orders in this case of June 16 and June 22, 1972, on the ground that one regulation of the Department of Health, Education and Welfare (HEW) upon which those orders were based, 45 C.F.R. § 206.10, has recently been amended.
