In March 1997, the Election Superintendent for the City of *10Auburn issued three applications for recall petitions to appellant Matthew L. Phillips, the chairman of a committee of Auburn citizens concerned about the abolition of the City of Auburn police department. Appellant sought the recall of appellees David Hawthorne, Mayor of Auburn, and Ray McCully and Judy Doss, Auburn City Councilpersons.
