OPINION
PETTINE, Chief Judge.
This case involves a challenge by the plaintiff, an enlisted man in the United States Navy with the rank of Airman who is currently assigned to the disciplinary barracks at the Naval Education and Training Center, Newport, Rhode Island, to effectuation of orders sending him to his former military unit, VA 192, an attack squadron currently attached to the USS America CV 66 in the Mediterranean area.
