Plaintiffs bring this civil rights suit pursuant to 42 U.S.C. § 1983 against the City of Topeka and five Topeka police officers. Plaintiffs allege that they were wrongfully subjected to a pretextual traffic stop in violation of the Fourth Amendment. They allege that the Topeka Police Department has a “policy of targeting automobiles for investigation without observation or information about specific criminal conduct,” also violating the Fourth Amendment.
