Kevin and Carolyn Thomas (Relators) filed this qui tam action against-their former employer, Black & 'Veatch Special Projects Corporation (BVSPC), alleging violations Of the False Claims Act, 31 U.S.C. §§ 3729-3733. Relators claim BVSPC altered documents to obtain visas and work permits from the Afghan government and then falsely certified it had complied with applicable - laws to 'obtain payment under its contract with the United States Agency for International Development (USAID).
