— Proceeding pursuant to CPLR article 78 to review a determination of the respondent State commissioner, dated August 4, 1977 and made after a statutory fair hearing, which affirmed a determination of the local agency which reduced the petitioner’s grant of Aid to Families with Dependent Children (AFDC) by eliminating the allowances for shelter and fuel. Petition granted, determination annulled, on the law, without costs or disbursements, and the shelter and fuel allowances are reinstated, retroactive to the effective date of the termination.
