Plaintiff K.D., a minor, is a student with a learning disability who was previously enrolled in public schools in Montgomery County, Maryland. She has been diagnosed with Attention Deficit Hyperactive Disorder (“ADHD”) and a mixed receptive-expressive language disorder that impairs her language functioning.
