Justice GOLDBERG, for the Court.

This is an appeal from a Family Court decree terminating the parental rights of the respondent-mother, Catherine (Catherine or mother). 1 Unfortunately, at all times relevant to this appeal, Catherine was addicted to drugs. On November 15, 2000, Shawn, born May 1, 1994, and his sister Amanda, born March 11, 1989, were found to be neglected and committed to the care, custody and control of the Department of Children, Youth and Families (DCYF). 2 Over the course of the next several years, many efforts were made to reunify Catherine with her children.…
