County of Lancaster, Division of Public Welfare, hereinafter referred to as county, appeals from an order of the Court of Industrial Relations finding county to be the sole employer concerned herein and in ordering an election for the selection of a bargaining agent. The issue involved is whether county is so inextricably tied to the State Department of Public Welfare, hereinafter referred to as state, by statute and regulation that the two must be considered a functionally integrated unit for purposes of collective bargaining.
