ORDER GRANTING INJUNCTIVE RELIEF

SCHLESINGER, District Judge.

This case is before the Court on Plaintiffs Motion for Preliminary 'Injunction (Doc. #2).

I. Procedural Setting

The Court heard oral argument for this case on June 19, 1998 at which time the Plaintiffs moved the Court to consolidate the preliminary injunction hearing with the dis-positive trial. The Plaintiffs at the same time stated that they would not be attacking, and indeed did not have standing to attack, the City’s policy in an “as applied” manner.
