LESTER, Chief Judge.

This is a petition and cross-petition for review of a decision of the Commonwealth of Kentucky Workers’ Compensation Board which reversed an opinion and award of an Administrative Law Judge.

*694Daniel Howell worked as an underground coal miner for some thirteen years. He worked for Maple Ridge Mining Company until December 15, 1987, and was then unemployed for approximately a year and a half.
