This is a petition for leave to file a bill of review in the Circuit Court for the Eastern District of Tennessee in the case of Alger v. This is an original petition filed in this court, in conformity with the requirement that, where a bill of review is proposed for the purpose of vacating or modifying a decree entered in the lower court pursuant to the mandate of the appellate court, the permission of the appellate court must first be obtained.
