Dear Delegate Getty:

You have requested an opinion with regard to per diem expense allowances received by the County Commissioners of Carroll County.

We understand that Commissioners receive an expense allowance that includes a per diem1 amount as well as reimbursement for mileage, meals, and other out-of-pocket expenses. In your letter you referred to recent news reports that, on November 24, 1998, in a 2-1 vote, the outgoing Board of Commissioners increased the per diem allowance of Commissioners from $12 to $90.
