This case originated with a pro se complaint filed by eleven applicants for Boston public housing and one Boston City Coun-cillor. Plaintiffs challenged a June 14, 1988 Voluntary Compliance Agreement (“VCA”) entered into by the federal defendant, the Department of Housing and Urban Development (“HUD”), and the city defendant, the Boston Housing Authority (“BHA”).
