T1 We have agreed to answer the following question certified to us by the United States Court of Appeals for the Tenth Circuit:
Under Tenth Circuit decisions at the time Gerardo Thomas Garza filed his complaint, approximately two years remained in [the] limitations period [before his claim would become time-barred].
