By personal restraint petition, Herman Thomas Peters asserts that he was denied effective assistance of counsel.

The State alleged that on January 18, 1983, Peters stabbed a patron in a Seattle tavern after the patron declined to buy Peters a beer. On March 25, 1983, petitioner Peters entered an Alford 1 guilty plea to a charge of second degree assault while armed with a deadly weapon. A judgment and sentence to this effect was entered on June 8, 1983.
