Plaintiff in error was convicted in the municipal court of Chicago for violating section io of the State Motor Vehicle act and fined $25. The alleged violation occurred upon a public highway in the city of Chicago within the jurisdiction of the Lincoln Park Commissioners. From the judgment of the municipal court this writ of error was sued out direct to this court on the ground that said act is unconstitutional. '
